VENTNOR — Lifelong city resident Doug Biagi will be promoted to police chief, effective May 1, replacing Chief Michael Miller, who will retire April 30.

Capt. Howard Bloom will be promoted to the newly created position of deputy chief.

The recommendations were made by Commissioner of Public Affairs and Public Safety Tim Kriebel, with the advice and consent of Mayor Beth Holtzman and Commissioner Lance Landgraf, during an executive session March 13. The Board of Commissioners will hold a special meeting 6 p.m. Monday, May 1, to make the promotions official.

“I am thrilled to be able to recommend Capt. Biagi and Bloom to their respective new roles,” Kriebel said in a press release. “Both these gentlemen have a combined total of over 50 years of dedicated service to the City of Ventnor and are extremely committed to the public safety and welfare of our community.”

Biagi’s career with the city started at age 14 when he was an attendant at the city’s tennis courts and a member of the beach crew. He was also a firefighter and emergency medical technician for the Ventnor City Fire Department for two years before becoming a police officer in 1988.

He was assigned as the juvenile detective in 1991, when he established the department’s DARE drug-education program in the Ventnor public schools. He was promoted to sergeant in 1993 and was transferred to supervise the community policing bicycle unit in 1995. Biagi was promoted to lieutenant in 2002, and to captain and commander of the patrol division in 2012. He was reassigned as administrative captain in 2014, and was responsible for obtaining reaccreditation of the department through the New Jersey State Association of Chiefs of Police.

Kriebel said Biagi is well-known by residents, students and business owners, and is an active member of several volunteer organizations. He is a member of the Ventnor City Board of Education, a position he has held for 10 years. Commendations over his 30 years in law enforcement include the NJ State PBA Award for Heroism.

Biagi has bachlor’s degrees in criminal justice and psychology from Stockton University and is working to obtain a master’s degree in criminal justice from St. Joseph University.

Bloom was hired as a police officer in 1991, was promoted to sergeant in 1999, and lieutenant in 2003. He took the job as captain in 2013.

"During the course of his law enforcement career, Howard has often been recognized by the city as well as the residents of the City of Ventnor for his exemplary performance and dedication to the police department," Holtzman said.

Miller, of Atlantic City, has been with the department since 1990. In 1995, he was transferred to the detective bureau, was promoted to sergeant in 1997 and lieutenant in 2000. Promoted to captain in 2008, he was assigned as operations division commander, overseeing the patrol, detective, communications and parking enforcement bureaus. Miller also has served as the department's public information officer since 1997.
