Two charged in heroin bust

DEL HAVEN - Authorities arrested two men, seized 232 bags of heroin and over $6,000 at a home in Del Haven Wednesday, Nov. 28, according to the county prosecutor’s office.
On Nov. 28, Cape May County Regional Special Weapons and Tactics team executed a court-authorized search warrant in the 100 block of West Geneva Avenue in Del Haven.
Robert Payne, 21, of Philadelphia, was charged with possession of heroin, a third-degree crime; possession of heroin with the intent to distribute, a third-degree crime; and possession of heroin with the intent to distribute within 500 feet of certain public property, that being the Cape May County Park, South, a second-degree crime, according to the prosecutor’s office.
Payne is in the Cape May County jail on $50,000 full cash bail.
The heroin’s estimated street value is more than $4,600.
Also arrested for an outstanding warrant was Hadith Hicks, 22, of Lower Township. A press release from the county prosecutor’s office did not indicate what the warrant was for.
Prosecutor Robert Taylor said that people convicted of a second-degree crime are subject to imprisonment of 5 to 10 years in state prison; those convicted of a third-degree would serve three to five years in state prison.
The arrests were a cooperative effort between Cape May County Prosecutor’s Office Gangs, Guns, and Narcotics Task Force and the Middle Township Police Department Special Services Unit.
