Margate CFO reappointed to four-year term

MARGATE – The city commissioners reappointed Lisa McLaughlin to a second four-year term as chief financial officer. The reappointment also gives McLaughlin tenure in her job.

McLaughlin said that a person who has been granted tenure cannot be removed from their job unless just cause is documented.

“It is just a way that an employee is protected in their position,” she said.

McLaughlin said she began her stint in the city as a management specialist in 2004 and began taking courses to be certified as a chief financial officer. She was licensed in 2008 and earned the title of Margate CFO.

McLaughlin oversees revenue and finance. She works with the city budget and works with the city bond council to find the most favorable rates for capital improvement bonding. The CFO works with city auditor Ford Scott and Associates of Ocean City and handles the insurance as well as administering health benefits for city employees. The job entails reconciling the city books at the end of each quarter and at the end of the year. McLaughlin also heads the Wellness Committee and is the city’s representative on the Atlantic County Joint Insurance Fund. The CFO coordinates through a third party for ambulance billing and emergency transport.

Technically the CFO comes under the commissioner in charge of revenue and finance, who is Maury Blumberg, but McLaughlin said she has a duty to report to all commissioners. She said currently she is working closely with interim city administrator Richard Deany, who in turn keeps all the commissioners abreast of city affairs.

McLaughlin’s salary is $89,864 annually.
