Business administrator a wise investment

This Thanksgiving season I give thanks for the many blessings in my life including our Margate political contrarians, Mr. Sewell and Mr. Donato for their flattering letters last week. Discourse is healthy in government and I am all for it, but let’s respect each other’s views.     

I’m grateful for the opportunity to serve and help the residents of Margate get the most enjoyment out of their home town and the services it has to offer in the most efficient, economical manner possible.

I have worked very hard in my short six months to be fiscally responsible and every decision I have made and will make in the future takes into account the best use of our Margate City tax dollars and ways in which we can conserve and save money including hiring a business administrator, moving the building department and the recent introduction last week of a “concept plan” for the repurposing of Union Avenue School.

Regarding the hiring of a business administrator, I agree with the goals that Mr. Donato stated at the end of his letter. These cost-saving goals are exactly why I want to hire a BA. Of the 566 municipalities in NJ, 435 – 77 percent – have business administrators or managers. If these positions aren’t beneficial and cost-effective, then why are there so many? Possibly because a BA is a wise investment for the financial health and well-being of the city?

As I have said before, a good BA should save the city at least his or her salary and benefits per year. My hope is that our search uncovers an excellent candidate, one who will work with our department heads and the whole commission to further improve the city’s efficiency and productivity. The BA will offer a fresh look, consistent management oversight and the expertise to recognize where the city can cut costs and raise funds through creative revenue enhancement such as grant opportunities. A BA will also make sure the city is in compliance with employee contracts and the policy and procedures manual, which will reduce civil and/or criminal liabilities to the city. We were recently informed by our insurance provider, Joint Insurance Fund, that we have a high loss ratio regarding employment practice claims.

And, as already reported, we will be sharing our BA with Ventnor City who currently has someone in this position temporarily. The goal is to have the BA serve Margate for one year and then also Ventnor.  I’m excited about this joint venture, because the shared BA will have the unique opportunity to see how our cities can share more services and take advantage of the economies of scale with purchasing, contracts, etc. 

The governing body is ultimately responsible for the fiscal health of its municipality. As an elected official, governing the City of Margate, I take this responsibility very seriously and always will as long as I am in office.
